I-25 does not terminate in Billings. I-94 does not terminate in Butte.
I-94 DOES terminate in Billings. I-25 terminates in Sheridan, WY.
Huh. Didn’t notice that.
Hell, since they’re not on I-5 or I-95, I doubt anyone will care. :)

Also, our own little “here’s how we’re going to break the Interstate numbering system” highway in rural OR/WA (Better known as “I-82: the next Interstate NORTH of I-84”) is not even on the chart..
